He returned back to NBA playing for the Orlando Magic but he was soon released from the team just after one game. Then he signed with the Toronto Raptors but was released from the team without even getting to play a single game.

He joined the Fayetteville Patriots of NBDL and played the 2004-05 season for the team. Cisse signed with an Israel team Bnei Hasharon and played around four seasons for an Israel team. During the 2007-08 season, he helped his team to reach 3^rd place in the Israeli League.

In 2009, Cisse joined APOEL Nicosia but soon left the team to join Etendard de Brest in 2010. Later on, he retired from playing professional basketball in 2010. He has also played for his national team in the 2005 FIBA Africa Championship.
