Carlos was born on 22 October 1967, in San Pedro Sula, Honduras. His birth name is Ned Arnel Mencia. He is the son of Roberto Holness and Magdelena Mencía.

His mother was a Mexican and his father was a Honduran. He has a brother, Joseph Mencia and he does not have a sister. He was raised Roman Catholic in East Los Angeles, California by his aunt Consuelo and Uncle Pablo Mencia.

Carlos attended Garfield High School in Los Angeles County. Mencia dealt with drugs when he was 19 years old and burglarized a house. He majored in electrical engineering at California State University, Los Angeles.

He left university early to pursue a career in comedy after a successful performance at an open night at The Laugh Factory.

In 2001, he won a CableACE Award for Best Stand-Up Comedy Special. In the 2000s, he began doing guest appearances on the television shows Moesha and The Shield.

He also starred in the film Outta Time and the animated show The Proud Family. In 2005, he began hosting his half-hour comedy show, Mind of Mencia. He is also the co-owner of the restaurant chain Maggie Rita’s.
